PUTRAJAYA: Datuk Seri Najib Razak said today a comprehensive study will
be conducted on the "pool" system in the civil service which is regarded
as a device for punitive administrative measures.
The prime minister said that the element of natural justice or the right
to be heard and assessed independently must form part of the procedure.
"I hear the whispers and grouses of the civil servants. I know and I care.
"Don't worry or assume that I don't care or am not attuned although the whispers are soft and indistinct.
"I have already ordered that a comprehensive study be conducted on the use of the pool system," he said at the 11th Civil Service Premier Gathering (MAPPA XI) at the Putrajaya International Convention Centre (PICC) here.
Present were Deputy Prime Minister Tan Sri Muhyiddin Yassin and Chief Secretary to the Government Tan Sri Mohd Sidek Hassan.
Najib said the government would also study the "closed service" concept as it did not want civil servants to become obsolete and complacent with their positions as a result of not being able to further their careers.
As such he wanted the Public Service Department (PSD) to give attention to matters like continuing education, skills upgrading, succession planning and career advancement for civil servants.
He said young civil servants, especially those involved in diplomatic duties and international negotiations must be given adequate exposure.
"Training should be done from young. Don't regard it as a waste to send these young officers for exposure at international negotiations because only in this way can they gain experience.
"As such, civil servants must periodically equip themselves with command of various languages," he said.
