Pelajar kena bijak pilih kursus bidang baru: Muhyiddin

PAGOH: Timbalan Perdana Menteri menyarankan supaya pelajar membuat pilihan bijak dengan memohon kursus bidang baru yang berpotensi mencipta kejayaan baru negara dan tidak hanya memberi fokus kepada kursus biasa yang mudah lulus atau senang mendapat pekerjaan.

Tan Sri Muhyiddin Yassin berkata, antara bidang boleh diterokai termasuk bidang bioteknologi, nanoteknologi, teknologi hijau, animasi digital dan bidang lain yang mampu mengembangkan daya kreativiti serta inovasi. 

“Saya berharap pelajar dapat membuat pilihan tepat dan bijak dalam menentukan kursus atau bidang pengajian yang ingin diikuti, jangan hanya memberi fokus kepada kursus yang biasa diambil atau kursus mudah untuk lulus dan senang mendapat pekerjaan saja,” katanya ketika berucap pada Majlis Pelancaran dan Pengedaran Penerbitan Prospektus: Peluang Pendidikan, Latihan dan Kerjaya Edisi 2010/2011, di Sekolah Menengah Kebangsaan (SMK) Sultan Alauddin Riayat Shah, di sini semalam. Prospektus edisi kelima diterbitkan Pencinta itu memberi panduan kepada lepasan Sijil Pelajaran Malaysia (SPM) dan Sijil Tinggi Persekolahan Malaysia (STPM) mengenai peluang pendidikan dan kerjaya di institusi pengajian tinggi awam (IPTA) dan swasta (IPTS) serta kolej di negara ini.

Muhyiddin berkata, pemilihan bidang pengajian yang dibuat pelajar itu bukan saja akan menentukan masa depan haluan kerjaya, malah turut menentukan masa depan negara yang kini melalui satu proses transformasi ekonomi yang penting.

Sehubungan itu, katanya, semua pihak perlu melakukan usaha secara bersama untuk melonjakkan pencapaian ekonomi negara, daripada ekonomi berpendapatan sederhana kepada ekonomi berpendapatan tinggi yang dipacu daya kreativiti dan inovasi modal insan yang dilahirkan oleh sistem pendidikan negara.

Sementara itu, ketika berucap merasmikan Opkim Perdana 2010 Universiti Teknologi Mara (UiTM), di Kompleks Sukan Pagoh di sini, semalam, Muhyiddin berkata, mahasiswa dalam bidang profesional dan teknologi perlu memberi sumbangan kepada masyarakat sehingga ke akar umbi melalui pelbagai program bersesuaian, terutama menerusi Operasi Khidmat Masyarakat (Opkim) di kawasan penempatan penduduk luar bandar.
Beliau berkata, kepakaran dimiliki siswa itu tidak bermakna jika gagal dikongsi atau dicurahkan kepada masyarakat secara menyeluruh.

“Inisiatif dijalankan mahasiswa, termasuk dalam Opkim itu dapat menyelami kehidupan masyarakat desa menerusi pengisian diperlukan untuk memastikan kemajuan masyarakat,” katanya.

Single gateway to information and govt services

Malaysians now have only to access a single online gateway to information and services offered by government ministries and agencies in the eKL initiative.

Created by the Malaysian Administrative Modernisation and Management Planning Unit (MAMPU), the myGovernment portal at www.malaysia.gov.my is a one-stop service centre, promises its director-general Datuk Normah Md Yusof.

“The myGovernment portal was undertaken by MAMPU - central agency under the Prime Minister Department entrusted with the task of introducing administrative reforms in the public sector to upgrade the quality, efficiency, effectiveness and integrity of Malaysian public service in accordance with national goals,” she said.

The portal is the main gateway for government information and online services and it minimises over-the-counter transactions.

“The portal services represents a consolidated, single point of entry to the information and content related to agencies and the online services provided.

“myGovernment portal is also responsible for content management, notification services, personalisation services, e-form services, search and indexing services,” Normah added.

The number of agencies linked to myGovernment (myGov) portal has increased to 1,162 now from 1,047 in 2006 and 1,133 in 2007, she added.

Another upcoming initiative called the MyGovXchange also facilitates other Government agencies in integrating multiple back end services as a central hub for information and transactions in a single “entry point”.

“These services also include transaction and application services for viewing and processing document submissions.

The gateway also support consolidated payments and billing services (bill presentment) processing across multiple agencies.

“Online services provide citizens, residents, visitors, businesses, agencies, agents or delegates (those acting on behalf of a citizen or organisation) and government employees as an alternative for transacting with the government service delivery system,” Normah said.

1,700 services available at 15888

All govt agencies can be accessed by anybody, anywhere, anytime using any type of mobile phone

Many government services and information can be accessed by a single and simple delivery system - the mySMS 15888.

Through this single SMS number, users can expect about 1,700 services to be available this year, said the Malaysian Administrative Modern­isation and Planning Unit (MAMPU) director-general Datuk Normah Md Yusof.

“Services provided by all government agencies can be accessed easily and directly by anybody, anywhere and anytime using any type or brand of mobile phone.

“This initiative, launched on July 31, 2008, serves to delight the rakyat by realising a principle of “1 Nation, 1 Government, 1 Number”.

“It is hassle free, no face-to-face interaction between the government agencies and citizens and it is reachable to all segment of the people,” she said.

The project has received several local and international accolades in 2009 including the Malaysia MSC APICTA Awards 2009 (Best of e-Government and Services), Malaysia inOvation Awards 2009 (Public Services Empowerment Through Mobility Innovation) and APICTA Awards 2009 (e-Government) in Melbourne, Australia.

“The response to the project is very encouraging. By Dec 31 last year, mySMS 15888 has been participated by 128 Government agencies covering the federal and state governments, local authorities and semi government agencies with 1,632 SMS services being offered, compared to 260 services on 31st December 2008,” Normah said.

She added that the SMS services have steadily increased since the launch and have become more comprehensive.

“There are 1.7 million people using the services with 4.7 million transactions being made compared to 575,000 transactions by Dec 31, 2008.

“At the same time, agencies are also sending their client news and alerts as a new media for announcement and advertising their activities,” she said.

A total of 7.1 million SMS announcements and alerts has been blasted from Government agencies to citizen including news on epidemics precaution such as on influenza H1N1 and campaign on road safety.

Document management with GOE-EGDMS


The Government is leading the way in boosting productivity with a document management system named the Generic Office Environ-ment-Electronic Government Do-cument Management System or in short the GOE-EGDMS.

Besides improving productivity, GOE-EGDMS has enhanced communication and collaboration between government employees and reduced operational costs, contributing to a paperless office environment.
“It is one of the initial applications that was developed under the Electronic Government Flagship in 2001 to improve the productivity of government agencies by having an effective and efficient document management system,” said MAMPU director-general Datuk Normah Md Yusof.

The system helps government staff make quick responses to enquiries and reduces the number of lost documents when documents are electronically filed.

“The flexibility of the system allows documents of various formats to be used so the agencies can store and access any type of documents received,” Normah said.

To prevent information from reaching unauthorised users, strict security measures have been introduced to the system, she added.

Realising the need to have an efficient and effective record management system, MAMPU has embarked on the development of an Electronic Record Management System (ERMS).

The system will be developed in house together with National Archives of Malaysia. Currently the team is conducting a system requirement study following which the system will be developed in stages and then implemented as a pilot before it is rolled out to other Government agencies.

A fresh way to conduct meetings

Designed by the Open Source Competency Centre under MAMPU, this application makes it possible for stakeholders to track the status of decisions and action items.

MyMeeting brings a fresh change to the way meetings are conducted in the public sector by streamlining project monitoring and made the tracking and monitoring of meetings as easy as clicking a mouse.

The online meeting management and monitoring application designed by the Open Source Competency Centre under MAMPU made it possible for meeting stakeholders to closely track the status of meeting decisions and action items.

MyMeeting facilitates ongoing and consistent collaboration between members, streamlines secretariat tasks, eliminates communication delays and improves transparency.

MyMeeting exemplifies open source software capabilities to enable a more integrated and improved Public Sector.

It fulfils unique and stringent requirements for meeting secretariats to comply with Government Meeting Management Guidelines No. 2 Year 1991 and there are no similar products available.

The breakthrough application received overwhelming support and acceptance from users when it was launched by the Chief Secretary to the Government during MyGOSSCON 2007.

And through subsequent requests and constructive feedback from the public sector, MyMeeting has evolved to newer versions.

Enhancements resulted in a more flexible and robust OSS product for use in all Government agencies, as well as in the private sector.

MyMeeting is used by more than 40 government agencies, including MAMPU, Public Service Depart-ment, Election Commission, Health Ministry, Science, Technology and Innovation Ministry, Education Ministry, Universiti Kebangsaan Malaysia and Universiti Sains Malaysia.

Using MyMeeting’s award-winning features, meeting management becomes a breeze, resulting in more effective decision-making and timely implementation of projects nationwide.

This will bring about improved public service delivery, enhanced performance of private sector and overall progress of the country.

Achieving organisational excellence with myPrestasi

myPrestasi, one of MAMPU’s ICT initiatives towards achieving organisational excellence has enabled an organisation to measure and evaluate its performance real time, 24 x 7, anytime, anywhere.

The application measures the performance of a business unit in the organisation which could then be aligned to the strategic targets of the organisation.

It is therefore not just a tool that enables measurement of short term targets but has the ability to predict the performance of the organisation’s long term targets.

myPrestasi was first initiated by MAMPU director-general Datuk Normah Md Yusof where the requirement was to build an instrument that enable measurement and evaluation of a business unit in MAMPU using the approach of a digital dashboard.

According to Mampu deputy director-general (ICT) Dr Nor Aliah Mohd Zahri, the scope for myPrestasi was not be limited to just the performance of a business unit.

“It must be able to measure and evaluate the organisation’s performance based on the cascading performance of all its business units.

“The appointment of myPrestasi Sponsors, Champions and Core Team were done following its launch on 2009.

Since then, Nor Aliah said myPrestasi has become a fixed agenda in MAMPU.

She said myPrestasi represents a new approach of managing performance in MAMPU because before the implementation of myPrestasi, there were various mechanisms to monitor and manage performance.

“Nevertheless there are areas which it could be further improved such as timeliness of information availability, dissemination of the business unit’s project or activity performance issues to the management, consolidation and analysis of performance.

“With myPrestasi, these issues are addressed and its capability has made it possible for business owners to be more analytical in managing their business units,” she said, adding that it has also enabled intervention to take place when it is needed rather than after the fact.

Amongst agencies who have initiated towards implementing myPrestasi in their organization are General Administration Division, Prime Minister’s Department; Ministry of Finance (eProcurement Department and Housing Loan Department); Ministry of Science, Technology and Innovation; Ministry of Federal Territories and Urban Wellbeing; Perlis, Perak, Kelantan and Penang State Secretary Office; FELDA and MARA.

One reference number for every citizen - MyID initiative

True to the “People First, Performance Now” slogan, the Government has introduced MyID initiative, where the identity card number is used as the sole reference number for Malaysian citizens in their individual capacity when dealing with Government agencies.

This initiative was officially launched by the Deputy Prime Minister Tan Sri Muhyiddin Yassin on January 18, 2010.

The main objective of this initiative is to provide convenience to the citizens.
Citizens no longer need to memorise various reference numbers generated by the agencies for the different services.

With this initiative, they only need to remember one number – their identity card number.

Transactions with government agencies is much easier, hassle free and faster.

Besides expediting service delivery and reducing queues at the counters, it would also eliminate problems arising from lost or misplaced documents. This initiative involves all Government agencies at both federal and state levels that provide services for citizens as an individual.

For those agencies involved, they must ensure that all existing service delivery channels such as counters, kiosks, online services and telephones, support this initiative.

To address the concern of the public regarding the security aspects, Government agencies are instructed to do the necessary second level verification to verify the individual’s identity before any confidential information can be released or accessed.

Currently, a total of 1029 services are already using the identity card number as the sole reference number.
